Murder: Kansas City has one of the highest murder rates in the nation but problem oriented policing used in 70 cities could stop this overnight. It was done in the Boston Miracle. David Kennedy in “Don’t Shoot” says it turns out most of the shooting is done by the 16 or so most active gangsters and cops can identify these 16 guys. If they arrest these 16 guys and take them to jail, more will simply fill the vaccuum but if you bring the 16 to a meeting and offer them tons of social services and say, “You can fight, but don’t kill anyone. We’re on you like flies and next shooting you go down for 20 years.” This works great and reduces racism, improves tons of community relations, and cuts murder rates in half overnight. It can also cut drug traffic in half overnight by focusing on a slightly different group of 16 guys.
Slavery: Tons of illegal immigrants are working in the old company store model out in rural areas of the US, where people live in the company shacks, then spend their wages at the company’s store since it’s the only retail in the area. Since many of these folks are undocumented, they aren’t paid any where near minimum wage. My friend Edward Duff says there are tons of Tyson chicken plants following this model around Joplin, MO. The KC Star did a big report on sex trafficking, too. I have heard that a lot of sex trafficking goes through Kansas City as well, with the busiest section at the intersection of 435 and I-35.
